Abstract
La dimensión colectiva de la libre circulación de trabajadores es uno de los grandes
fracasos en la construcción de la Europa social. Los agentes sociales europeos no han sido
capaces de hacer avanzar la creación dialogada de directivas. No obstante, sí se puede
detectar el nacimiento de una negociación colectiva empresarial dentro de la Unión. El
conflicto colectivo, por el contrario, es el aspecto cuya ausencia de regulación resulta más
patente.
The collective dimension of free movement of workers is one of the greatest failures in the creation of social Europe. European social agents have not been able to make any progress in the creation of directives in agreement. However, the birth of a collective corporate negotiation within the European Union can be observed.
