Abstract
La implantación de la Administración Digital en España ha generado cambios notables en la relación entre la ciudadanía y las administraciones públicas. Un contexto que se traduce en una dicotomía de oportunidades y riesgos donde la edad se presenta como factor de riesgo asociado a situaciones de exclusión y vulneración de derechos. Desde esta consideración, se plantea que la percepción de la eficiencia y la accesibilidad que proporciona la digitalización de las Administraciones Públicas se encuentran determinadas por el grupo de edad al que pertenecen los usuarios. Esta investigación utiliza el análisis estadístico y las entrevistas a expertos para contrastar esta hipótesis. Los resultados indican que las personas mayores perciben un deterioro de la calidad de los servicios públicos digitalizados que vinculan con una vulneración de sus derechos de ciudadanía, a la vez que corren mayor riesgo de exclusión digital.
The implementation of Digital Administration in Spain has generated significant changes in the relationship between citizens and public administrations. A context that translates into a dichotomy of opportunities and risks where age is presented as a risk factor associated with situations of exclusion and violation of rights. From this consideration, it is proposed that the perception of efficiency and accessibility provided by the digitalization of public administrations is determined by the age group to which users belong. This research uses statistical analysis and expert interviews to test this hypothesis. The results indicate that older people perceive a deterioration in the quality of digitized public services, which they link to a violation of their citizenship rights, while at the same time they are at greater risk of digital exclusión.
