Abstract
En este trabajo, que continúa una línea de investigación iniciada hace años sobre
los grados de libertad en la toma de decisiones, se aborda el problema específico de la
racionalización de la toma de decisiones en la oferta universitaria. Tomando como punto
de partida la experiencia de la planificación del sistema universitario de Galicia, se
sistematiza el proceso de toma de decisiones, fundamentando las siguientes cuestiones:
diferencias entre decisiones técnicas, morales y políticas; la importancia de los fines-metas
como variables ambientales en cada nivel de toma de decisiones; el marco de
principios básicos de racionalización de la oferta; subsistemas que integran el proceso
de toma de decisiones de la racionalización de la oferta. Atendiendo a esas
especificaciones, se propone el desarrollo de un instrumento de control y seguimiento del
proceso de toma de decisiones y se define cada subsistema por medio de indicadores que
hacen referencia a tres aspectos: qué tipo de oportunidad define el subsistema; qué
cuestiones básicas de planificación de la oferta responde; qué parámetros de medición
o indicadores se proponen. Por último, se analiza en el estudio una propuesta de
procedimiento para la toma de decisiones y se enjuicia, en la última parte del trabajo una
cuestión ligada al tema de la planificación: la cuestión de los precios, públicos, las becas,
y la subvención de la Administración. La financiación es un a pecto fundamental de la
planificación que se ha identificado ordinariamente con el parámetro de "módulo medio
por alumno". Para nosotros, este criterio tiene valor comparativo y es útil en etapas de
transición, pero no contribuye a consolidar calidad en lo sistemas universi tarios por sí
mismo, pues puede favorecer la tendencia a la masificación.
We started studying and writing about such a tapic as the process of decision making years ago. Al the moment, we are buried in this question, relating to che politics and policy in higher education supply. In this work, we are very interested to set a way to make choices from the point of view of the Administration. That is the place where we want to get to. And in order to get sucess in it, we have made a plan that I should not doubt to name it as a down to earth one, because we have used the Galician Administration experience to implement it. A very little subject index about this work, is as follow: kinds of decisions: technic, moral and political ones; the role of the goals, aims and main objectives so as to building a process of decision making on supply; types of subsystems we can establish so that getting a good policy on supply; indicators and key-concepts belonging to each step in the process of decision making on supply. By the other side, this work was made far questioning an usual way to support university system from public funds it is to be precise: frequently, administator supports universities by the rate of avernge cost per student. You can make good use of this criteria, ir you want to mend universitary systems in ages of transition. But if you want to be engaged with the search of quality. to consolidate it and to strengthen it no body must forget this this way of financing also can contribute to increase the masification process in Faculties
