Abstract
Culture, civilization, and education are three related concepts that pedagogy should consider from an integrated view, since, according to the conceptual perspective, there is any reason in contemporary thinking to abandon some of the tendencies and thinking traditions that make up cultural creation since its dot-matrix axis as artistic, socio-identity, scientific-technological or popular and consumption cultural creation. Refering to the concepts of culture and civilization, the concept of culture appears as a cultural tool to train people, so that they can contribute to rule and improve the material and spiritual progress of the individual and society. Education and culture are two interdependent human creations, with special significance in the training of experts, because, when education becomes everybody's task, we are talking about a cultural change that should be managed with good decision and professionalism. In this new century the management of cultural change demands professionals the rationalization of supply, taking into account basic conditions of sociocultural suitability, organizative opportunity, and institutional ideological consistency. This is a question of strategic policy which goes beyond the mere political strategy and involves, particularly, the Third Sector (civil society) in the educational development of a globalized world
