Abstract

Esta ponencia se refiere a la perspectiva de gestión integrada sostenible de microcuencas hidrográficas, elaborada por la Comisión Interinstitucional de Micro Cuencas de la provincia de Heredia, en la Región Central de Costa Rica. Esta zona periurbana es un territorio privilegiado de recarga hídrica, aguas subterráneas y manantiales, ofrece importantes servicios ambientales y fuentes de abastecimiento de agua para diferentes usos, por lo cual es un área estratégica para un importante sector de población y para el desarrollo de la GAM. Sin embargo, está sometida a usos competitivos, al urbanismo descontrolado y a la sobre utilización de recursos naturales, con lo cual se incrementan la vulnerabilidad y la dinámica de conflictividad y riesgo socioambiental. La situación de conflictividad y las formas de intervención institucional se recupera a través de un estudio de caso que ilustra las formas de enlace y dinámicas locales.
[ENG] This paper is about an approach for sustainable integrated management of small watersheds, designed by the Interinstitutional Commission of Small Water Sheds of Heredia Province, at the Central Region of Costa Rica. This area is located at the periphery of a territory with a strong potential for natural resource protection, in particular rain, underground and water springs, which offers environmental services and supplies water for different uses that make it a strategic area for an important amount of the population and the Metropolitan Area in Costa Rica. Nevertheless, it is under competitive uses, such as uncontrolled urban development and overuse of natural resources, which increase its vulnerability, conflicts and socio environmental risks. The nature of the conflicts and the ways in which the institutional intervention takes place is analyzed, on the basis of a case study that portraits the links dynamics between natural conditions and the social development.
