Mehr papiere und beamten?: la creciente importancia del Consejo Europeo en materia social

Abstract

Con el paso de los años, el Consejo Europeo ha ido cobrando paulatinamente una mayor importancia en el aparato institucional de las Comunidades Europeas. En materia social, ese crecimiento ha sido especialmente acusado a partir del Tratado de Amsterdam. Hoy en día, su papel es de fundamental importancia en el diseño y la puesta en práctica del método abierto de coordinación, que no puede comprenderse sin valorar debidamente la influencia de esta institución. Su marcado carácter político condiciona de forma incuestionable los nuevos devenires de la política social comunitaria.

Over the years, the European Council has played a key role as regards the European Communities’ institutional affairs. In social affairs, such relevance and its protagonist role has taken place especially after The Amsterdam Treaty. Nowadays, the European Council’s role is fundamental to the design and execution of the Open Method of Coordination (OMC), which cannot be understood without evaluating the influence of such institution. Without a doubt, its political profile influences the trends in the Social Community Policy.
