Abstract
A situaçom de manifesta subexplotaçom que vêm padecendo as superfícies de monte
vizinhal em mao comum em Galiza, junto com a elevada percentagem que este tipo peculiar
de propriedade supom sobre o total da superfície agraria, fai que podamos afirmar que devam de ser consideradas como um recurso de primeira ordem em qualquer plano estratégico de intervençom que busque promover o desenvolvimento económico e social na maior parte das áreas rurais galegas. O objectivo central desta investigaçom é tratar de constatar este feito a través da consideraçom que estas áreas têm nos programas públicos de intervençom destinados a promover processos de desenvolvimento rural. Centramos o nosso trabalho nos Programas PRODER e LEADER, o primeiro resulta da aplicaçom do marco comunitário de apoio pluriregional para as regions objectivo 1 do Estado Espanhol mentres que o segundo é umha Iniciativa Comunitária que têm o desenvolvimento de áreas rurais como objectivo. As similitudes entre ambos programas som muitas, tanto no que se refere ao enfoque empregado; intervençom local, como no que atinge à finalidade específica; impulso do desenvolvimento endógeno e sustentável através de a diversificaçom da economia rural
Communal properties in Galicia are in a situation of underxploitation. At the same time, this kind of areas are very extensive. All this means that communal properties must be considered as an important ressource in the context of rural development programmes. The aim of this contribution is to evaluate the presence of these areas inside the PRODER and LEADER programmes actually developped in Galicia, in other words, until what extension communal properties are covered by these programmes. Both of them are rural development programmes, the first is only applied in Spain meanwhile the second is the Community Innitiative for rural areas development. There are a lot of similarities between the two programmes like the approche used (local initiative), or the specific aim: support of endogeneous and sustainable development through the diversification of the rural economy
