Evolución histórica de la relación de servicio del personal laboral de las instituciones sanitarias con las Administraciones Públicas

Abstract

El presente trabajo analiza la evolución histórica de la figura del empleado público desde su surgimiento en el Imperio Romano hasta su actual configuración. La progresión de esta figura, y la determinación de sus contornos se contrapone a la propia del personal del ámbito sanitario. Las singularidades de este sector y la coexistencia de personal funcionario sanitario con el nacimiento de un régimen propio y diferenciado, el régimen del personal estatutario, son el núcleo de este análisis. Para ello se analiza el devenir paralelo del régimen funcionarial y estatutario y la posterior separación en dos sistemas jurídicos diferenciados.The present work analyzes the historical evolution of the public employment from its emergence in the Roman Empire to its current configuration. The progression of this figure, and the determination of its contours, is opposed to that of personnel in the health field. The singularities of this sector and the coexistence of public health personnel with the birth of their own and differentiated regime, the regime of statutory personnel, are the core of this analysis. To this end, the parallel evolution of the public service and statutory regime and the subsequent separation into two differentiated legal systems are analyzed.
