Abstract
La educación se encuentra entre los servicios públicos que demandan importantes recursos estatales para garantizar que la formación cumpla con estándares mínimos de calidad. En este sentido, el esfuerzo de los gobiernos se ha enfocado en valorar el aporte (beneficios) que la educación genera al individuo formado y a la sociedad, así como otros factores que reconocen la necesidad de la asignación de recursos por parte del Estado. Por ello, el objetivo de este trabajo ha sido analizar las razones que justifican la intervención pública en educación. Los resultados muestran que los gobiernos emplean fundamentalmente el instrumento del financiamiento para solventar las necesidades de recursos, pasando de asignar los recursos bajo un modelo burocrático a asignarlos bajo un modelo de mercado, donde el Estado opera como ente comprador de los servicios educativos que han sido elegidos por el propio individuo
Education is one of those public services that demand important resources from the State to guarantee minimal quality standards. Therefore, government efforts have been focused on assessing the benefits generated by education for both individuals and society among other factors that justify the investment of public resources. Reasons that justify public intervention on education are analyzed. Results show that governments basically use public financing to satisfy the need of resources, moving from a bureaucratic model of resources distribution to a market model where the government becomes a consumer of educational services that have been chosen by individuals themselves
