O sistema de garantías no quinquenio de financiamento autonómico 1997-2001

Abstract

O acordo sétimo do Consejo de Política Fiscal y Financiera de 23 de setembro de 1996 crea un sistema de garantías que vela pola conservación do equilibrio financeiro e a sufíciencia do sistema de financlamento das comunidades autónomas. Posteriormente, e ante a previsible evolución negativa dalgunha das variables daquel, o propio Consejo acordou en abril de 1998 a modificación dalgunha destas garantras, así como a creación dunha cuarta. Nas liñas que seguen intentaremos debullar cada unha das garantías, así como analizala evolución futura en función de determinadas hipóteses de traballoThe seventh Accord of the Council of Financial and Fiscal Policy of 23 September 1996 creates a Guarantee System that aims al keeping financial equilibrium and the readiness of the Treasury System of Autonomous Communities and in view of the foreseeable negativa evolution of soma of the variables of same; the Council itself resolved in April 1968 the modification of some of these guarantees; as well as the creation of a fourth one.
