T1 El pequeño municipio, articulador de la política de desarrollo rural del País Vasco: el ejemplo de Guipúzcoa

AB Tras dos décadas desde el inicio de los primeros programas de desarrollo rural enel País Vasco se ha ido consolidando un modelo que cada vez más se fundamenta en las posibilidadesque la proximidad del medio urbano le aporta. Así, si en un primer momento fueronlas infraestructuras básicas, acceso y agua, actualmente el objetivo prioritario es el de obtenerun umbral de población adecuado residiendo en el medio rural, siendo ésta en muchos casosde origen urbano. En esta evolución el municipio rural ha sido la unidad que ha articulado laejecución de los diferentes programas aportando financiación, dinamización y gestión. En estetrabajo, tomando como referencia la provincia de Guipúzcoa, analizamos las característicasprincipales de cada uno de los programas iniciados, sus resultados y la evolución que ha idoteniendo el modelo de desarrollo impulsado.After two decades from the beginning of the first programs of rural developmentin Basque Country, it has been consolidated a model that is based on the possibilities that theproximity of urban area contributes to him. Thus, if at a first moment they were the basic infrastructures,access and water, today the high-priority objective is to obtain a suitable thresholdof population residing in rural area, in many cases of urban origin. In this evolution the ruralmunicipality has been the unit that has articulated the execution of the different programs havingcontributed with financing, dynamizing and management. In this work, taking as referencethe province of Guípuzkoa, we analyze the basic characteristics of each one of the initiatedprograms, its results and the evolution that have done the chosen rural model.
