| dc.description.abstract | O século XIX foi determinante para a configuración das estruturas ministeriais contemporáneas. Os textos constitucionais deste período conformaron un Goberno axustado aos parámetros da monarquía constitucional, cunha figura rexia que, malia ser depositaria do poder executivo, delegou cada vez máis o seu exercicio nun equipo de ministros coordinados polo Consello de Ministros e o seu presidente. As necesidades da xestión dun Estado máis desenvolvido, así como a introdución dos principios das distintas faccións liberais, determinaron un aumento na complexidade do Dereito administrativo, a creación de departamentos novos e múltiples reformas nas súas plantas que foron incrementando progresivamente o grao de especialización dos empregados públicos. Máis aínda, os ministerios foron aumentando e concretando ao longo do século as súas atribucións, o que resultou na tendencia a ampliar o número de carteiras buscando o exercicio de certas funcións cunha eficiencia maior. Deste xeito, o Executivo erixiuse como unha forza preponderante na política da España da época, de forma que as estruturas ministeriais tiveron un papel principal no abandono do Antigo Réxime e na implantación do Estado liberal. | gl |
| dc.description.abstract | The 19th century was decisive for the configuration of the contemporary ministerial structures. The constitutional texts from this period instated a Government which adjusted to the parameters of the constitutional monarchy, with a royal figure which, despite being depositary of the Executive Power, increasingly delegated its exercise to a team of ministers coordinated by the Council of Ministers and its president. The needs of the management of a more developed state, as well as the introduction of the principles of the differing liberal factions, determined an increase in the complexity of administrative Law, the creation of new departments and various reforms over its staff which progressively increased the degree of specialization of the public officials. Moreover, the ministries enlarged and fixed their powers during the century, which resulted in a tendency to increase the number of departments looking for the exercise of certain functions with more efficiency. In this regard, the Executive became the preponderant force in Spanish politics of the time, as the ministerial structures had a main role in the abandonment of the Ancien Régime and the implementation of the liberal state. | gl |
