El efecto población en la estructura presupuestaria local. Una reflexión a través del análisis autonómico comparado Galicia vs Extremadura

Abstract

La Administración Local, por su proximidad al ciudadano, debe prestar una serie de servicios básicos que le son propios. Ahora bien, toda Administración para ejercer sus competencias debe disponer de la capacidad financiera suficiente, algo de lo que carecen gran parte de nuestros municipios. Siendo este el marco dónde se inserta este trabajo: identificar el efecto del tamaño poblacional sobre la estructura presupuestaria. La dimensión cuantitativa de la variable población es puesta en relación a la evolución y variación de la liquidación presupuestaria, viendo como esta se verá condicionada por el número de personas a las cua-les prestar los servicios locales. El estudio se desarrolla a partir de un estudio comparado que analiza la centralidad y dispersión presupuestaria a medida que la población varía, y que se completa con el análisis de correlación y asimetría entre las dos variables vinculadas. Poniéndose de manifiesto que la gestión, autonomía financiera y flexibilidad en el manejo del presupuesto guardan una relación directamente proporcional al tamaño poblacional. Siendo el período analizado el lustro 2011-2015, mientras que el estudio espacial y al objeto de contrastar los resultados obtenidos en clave administrativa y poblamiento, el de las Comunidades de Galicia y Extremadura.The Local Administration, because of its proximity to the citizen must provide a series of basic services that are its own. However, every Administration to exercise its competencies must have sufficient financial capacity, something that most of our municipalities lack. Being this, the framework where this work is inserted, to identify the effect of the population size on the budgetary structure. The quantitative dimension of the population variable is related to the evolution and variation of the budget liquidation, seeing how this will be conditioned by the number of people to whom to provide local services. The study is developed from a comparative study that analyzes the centrality and budgetary dispersion as the population varies, and which is completed with the analysis of correlation and asymmetry between the two linked variables. It is revealed that that management, financial autonomy and flexibility in budget management are directly proportional to population size. The period analyzed is the period 2011-2015, while the study of space and the object of contrasting the results obtained in terms of administrative code and populating of the Autonomous Communities of Galicia and Extremadura.
