Abstract
En un país tan descentralizado como España, cumplir los compromisos generales de déficit y deuda pasa por garantizar la sostenibilidad de las cuentas autonómicas. En la actualidad, los objetivos de déficit se distribuyen entre las Comunidades Autónomas en función del peso de su PIB sobre el total nacional. Aunque este criterio es razonable a escala de país, no lo es en el ámbito regional, donde existe una fuerte nivelación interterritorial. En ese caso, la sustitución del PIB por una magnitud presupuestaria refuerza las garantías de sostenibilidad financiera de los gobiernos subcentrales. Por ello, proponemos una regla que se fija en los ingresos no financieros de cada Comunidad, que utiliza los presupuestos liquidados para evitar incentivos perversos y que tiene en cuenta el stock de deuda acumulado por cada una.
In a highly decentralized country such as Spain, meeting national commitments on deficit and debt depends on the sustainability of regional public finances. At present, the deficit target of each region is defined according to its GDP share over national GDP. Although this approach is reasonable at country level, it is not when there is a strong inter-regional equalization, as in Spain. The replacement of GDP by a budgetary magnitude would strengthen guarantees of regional financial sustainability. Hence, we propose a rule based on the use of non financial revenue and real budgets in order to avoid perverse incentives. Moreover, our proposal takes into account the debt stock of each region
