Abstract
La crisis financiera de finales de la primera década del presente siglo originó en nuestro país una crisis sistémica que ocasionó, entre otras cosas, un distanciamiento entre los electores y sus representantes y, con ello, la enésima crisis o aparente crisis de representación. En ese contexto, las comunidades autónomas, algunas de ellas alentadas también por las últimas reformas estatutarias, implementaron una serie de mecanismos orientados a paliar este distanciamiento, agravado por la proliferación de casos de corrupción y que estaba en la raíz del sentimiento de desafección política que aquejaba a buena parte de la sociedad española. Al hilo de todo ello, algunas autonomías emprendieron la regulación de los lobbies a fin de someter su participación en los centros de decisión política a ciertas pautas de transparencia y a reglas éticas de comportamiento. Esta regulación es objeto de análisis en este trabajo y, en particular, la efectuada con relación al lobby parlamentario por el legislador autonómico catalán, el único que, por el momento, la ha materializado.
The financial crisis at the end of the first decade of this century caused a general crisis in our country. This led to a distancing between voters and their representatives, resulting in the latest crisis or apparent crisis of representation. In this context, the Autonomous Communities implemented mechanisms to mitigate this distancing caused by corruption cases and the resulting political disaffection in Spanish society. These mechanisms were driven by recent reforms of their Statutes of Autonomy. For these reasons, some Autonomous Communities have begun to regulate lobbies, subjecting their participation in political power to guidelines of transparency and ethical behaviour. This paper analyses this regulation, specifically in relation to parliamentary lobbying regulated by the Catalan legislator, the only one to have done so thus far.
