Abstract
Como Comunidad Autónoma Objetivo Convergencia de la Unión Europea, Galicia fue beneficiaria del importante volumen de recursos europeos para innovación regional movilizados por el Fondo Tecnológico 2007-2013 y por las convocatorias del programa FEDER-Innterconecta implementadas hasta 2015. Por este motivo, evaluamos el impacto de esta política tecnológica en Galicia a través del impacto en los principales indicadores de innovación empresarial, diferenciando entre Grandes Empresas y Pequeñas y Medianas Empresas. El análisis propuesto (a través del estudio de proyectos, fondos percibidos, etc.) trata de identificar la repercusión de la participación en dicho programa para las empresas gallegas en función de su dimensión a partir del impacto en los principales indicadores empresariales de innovación disponibles (inversión y gasto en investigación y en desarrollo), empleando para ello la metodología PSM (Propensity Score Matching). Ese impacto se muestra desigual en función del tamaño y otras características de las empresas, siendo favorable para las empresas de gran dimensión que ya innovaban previamente y casi inexistente para las empresas más pequeñas.
As a Convergence Objective Autonomous Community of the EU, Galicia benefited from the Technology Fund 2007-2013 and from the ERDF-Interconnecta programme (whose implementation period runs until 2015), which mobilized a significant volume of european resources for regional innovation. For this reason, we carried out an impact evaluation of the technology policies in Galicia throughout the main indicators of business innovation differentiating between Large Enterprises and Small and Medium Enterprises. The proposed analysis (through the study of projects, funds received, etc.) aims to identify the impact of participation in this programme for Galician companies according to their size based on the impact on the main innovation business indicators available (investment and expenditure on research and development) through the PSM (Propensity Score Matching) methodology. The results show an unequal impact depending on the companies´ size and other business characteristics, being favourable for large companies that were already innovating and almost non-existent for smaller companies.
